| The objectives of Sarva Shiksha Abhiyaan (SSA), the government of India’s flagship programme for ensuring universal elementary education, state that by bridging gender and social gaps in education, all children from the age group of 6-14 years should have completed five years of primary schooling by 2007.
In an effort to achieve this objective, the government has focused on the availability of school premises within habitations. Access to schools is an area of utmost concern. Encouragingly, statistics indicate that 96 per cent of habitations have access to primary schools, while 80 per cent have access to upper primary school facilities.
However, a school’s physical presence does not necessarily assure social access to schools or the quality of education in its classrooms. In consequence, constructing schools within the stipulated one-kilometre radius and developing the physical infrastructure has not resulted in a drastic qualitative shift in the education system. Student retention, quality of instruction, classroom transactions, and effectiveness of teacher training are some areas where the delivery system fared dismally.
In an effort to bring about improvements within SSA, the state has been shifting its focus from access and infrastructure to enhancing retention and improving the quality of education. Individual states have taken up initiatives to improve the quality of education, instituting systems for large-scale independent assessment of pupil achievement levels. The results of this assessment are used for systemic improvement like developing remedial teaching programmes. A revived thrust on quality standards complement other efforts to improve the training institutes at the state and district level.
However, care needs to be taken to avoid an overdependence on quantitative testing. Teacher education curriculum and practice need to undergo a radical transformation if the National Curricular Framework is to percolate down into our classrooms. The sector has a long way to go in this direction.
The Trusts have long maintained that the quality of the educational system is of utmost importance, forming a key area for initiating reform. The Trusts believe that philanthropic agencies should not be creating parallel structures, but should engage with the largest player in education, i.e. the State, to improve the system by demonstrating change through field projects, address key gaps in the sector and contribute towards development of elementary education as a discipline through grounded research and reflection. This belief guides the Trusts' work in the field of education.
Based on the recommendations made in the Strategic Review of the Education Portfolio(2005), enabling the system to reform itself forms one of the thrust areas for the Trusts. Hence, the Trusts have focused their grant making efforts within Elementary Education through the following three sub-themes:

Bharathi Integrated Rural Development Society (BIRDS) invites agencies for submission of a Proposal for the Baseline Study on: “Current local and scientific knowledge on climate variability/change and its impact on natural resources in Andhra Pradesh”.
Background:
The project “Reversing Environmental Degradation and Rural Poverty through Adaptation to Climate Change in Drought Stricken Areas in Southern India: A Hydrological Unit Pilot Project Approach”, also referred to as Strategic Pilot on Adaptation to Climate Change (SPACC) Project is implemented in 9 Hydrological Units, spread over 143 habitations, in Andhra Pradesh. The Project is financed by the Global Environment Facility (GEF) and co-financed by the Food and AgricultureOrganization (FAO) of the United Nations (UN).

The contracted agency will submit the draft report to PMO in November. The agency will archive all the datasets and deliver the same in a digital form with each of the deliverables as assigned above in the tasks. Organization of computerized baseline database will start with storing the data collected or results generated during implementation of baseline study, in mid August and will continue until the contract period. While the contracted agency is responsible for providing inputs required to create and update the computer data base, until the contract period, it will be taken forward, for rest of the project period, by PMO.
Copy right of all the data, analytical results and technical notes, write-ups and reports, generated as part of this contract, lies with the Food and AgricultureOrganization of the United Nations. No part this material can be used by anybody without prior permission.
Eligibility criteria
Registered Non Governmental Organizations and Companies, in India, are eligible for applying. Technical and financial review of the applications received, will be carried out by the Review Committee appointed for the purpose. The review will be carried using the following eligibility criteria.
(i) Registered under Societies Registration Act or Company Registration Act in India
(ii) A minimum of 10 years experience in conducting field surveys
(iii) Employs a minimum of 3 professional staffs, with a minimum of 3 years experience in land and water management, participatory rural appraisal and statistical data analysis.
(iv) Should have carried out similar studies, earlier
(v) Proven skills of writing and publishing technical reports/papers
(vi) Proven skills of community level surveys
(vii) Should have good financial track record and handling of bilateral and multi-lateral funding
(viii) Should not have been black-listed or notified by Government of India or its departments

The Education Innovation Fund for India (EIFI) works for a transformative change in India. Its purpose is to identify and nurture significant innovative ideas and projects in education that can be developed and scaled to the next level of operation, so as to create the Next Future
The Education Innovation Fund for India (EIFI) is a collaborative project between the HP Office of Global Social Innovation and the India Council for Integral Education (ICIE), an initiative of the Sri Aurobindo Society. The purpose of EIFI is to identify and collaborate with significant innovative ideas and projects in education that can be developed and scaled to the next level of operation, with the sponsorship of an EIFI Grant. The grants will be awarded to organisations and students.
Grants for non-profits/ educational institutions/ organizations
An organisation can apply for any one of the following two categories:
1 Crore Grant: This category will include projects that require funding of up to ₹1 crore. This is the largest grant amount being given to one organization by EIFI. Only one organization will be selected for this grant and it will be called the ‘Most Promising Project in Educational Innovation’.
The applications for both grants can be under one or more of the following sub-categories:
Innovation in education
Information technology
Pedagogy
Social process
Replication of cutting edge innovations from other countries and culture
Any other ‘out-of-box’ solutions
Proposal submissions can be for any of the following levels of education: Kindergarten, elementary, middle school, high school, undergraduate, post-graduation, PhD, laboratory schools, adult learning, distance teaching/learning and non-formal education.
The categories for grants for organizations are as follows:
1. Innovation in education
This category includes projects that have demonstrated excellence as pilot, model or research projects and are capable of being scaled up or replicated in mass education efforts. A project at the idea or pilot stage which involves an innovative idea will fall under this category.
2. Information Technology
This category includes projects that use information technology including hardware, software or integrated solutions. The projects should meet any of the following criteria:
· Solutions that significantly upgrade the quality or lower the cost of an existing product or process in the education system.
Solutions that make an existing process or products more efficient in terms of time, energy, cost or availability.
Solutions that involve digitalization or other integration of technology into education that will bring a big change into the system.
Solutions that increase delivery and quality of rural education.
Solutions that promote inclusion and support of unique learners i.e. differently enabled students.
Solutions that promote value based learning and character building as a part of the overall learning content in mass environments.
Solutions successful in other countries which can be introduced in India with suitable modifications.
3. Pedagogy
This category includes curriculum content, educational methodology and classroom processes or individual learning systems. Submissions under this category can include any of the following:
An idea that is in model, pilot or laboratory stage and is ready for implementation at a new level or scale.
Qualitatively improved practices that bring change in the existing pedagogy system. Training for teachers/facilitators for the new pedagogy system.
Creative use of integral education or other holistic, person-centred learning practices.
New curriculum structures and methods of delivery of such curriculum.
4. Social Process
Any process or applied idea that involves the community or the public at a mass level to bring about social change in educational environments.
Modes of reaching out to people and children that integrate education with the life of the community, and are replicable and scalable to communities across India.
5. Replication of cutting edge innovations from other countries and cultures
Technology transfer from a robust innovation in another country or culture that may make education in India "better, faster or more cost effective."
Enhancement of such existing technology transfer efforts which are still in the pilot, model or laboratory stage and have the potential to be scaled up towards mass implementation.
6. Any other
"Out-of-the-box", creative, imaginative, or visionary solutions can be included under this category. The proposed solutions must be such that they can be demonstrated and assessed as part of the initial pilot, model or laboratory stage.
Eligibility Criteria
· The applicant must be affiliated to or be part of a not for profit organization, holding a 12A Income Tax exemption.
· Only one proposal can be submitted per organization.
· The applicant must be a citizen of India and must reside in the country during the period of the grant.
· Work should be original or the origin of the idea should be clearly mentioned in the application. Copied proposals will be rejected and risk the rejection of all similar proposals.

Our grants apply to writing, research, editing, design, indexing, photography, illustration, and printing and binding.
We look for work that appeals to an informed general audience; gives evidence of high standards in editing, design, and production; promises a reasonable shelf life; might not otherwise achieve top quality or even come into being; and represents a contribution without which we would be the poorer. Book proposals to which a university press or trade publisher is already committed and for which there is a feasible distribution plan are usually preferred. In geographical reach we are drawn— but in no way limited— to New York City and to New York State and its Hudson Valley.
Furthermore applicants must be 501(c)3 organizations. They have included civic and academic institutions, museums, independent and university presses, and professional societies. Trade publishers and public agencies may apply for Furthermore grants in partnership with an eligible nonprofit project sponsor. Applications* from individuals cannot be accepted. | Description | : | INTRODUCTION The Programme of Action (POA) to operationalise National Policy on Education, 1986, inter-alia, envisaged development of a genuine partnership between the Government and non- Government Organizations (NGOs) and stipulated that government would take positive steps to promote their wider involvement in eradication of illiteracy by providing due support to them. To promote Adult Education, particularly in 15-35 age group, through voluntary sector, the Department of School Education and Literacy, Ministry of Human Resource Development, Government of India, has been providing support to Voluntary Agencies (VA) through two separate schemes, namely (i) Assistance to Voluntary Agencies in the field of Adult Education and (ii) Jan Shikshan Sansthans. The former is conceptualised as an overarching programme to encourage innovation and creativity in literacy and continuing education. It includes establishment of State Resource Centers for technical and academic support to adult education. Jan Shikshan Sansthans, on the other hand, provide vocational education skill development training to those having no or rudimentary level of education. The Government have now decided to merge both the schemes and rename the modified scheme as “Scheme of Support to Voluntary Agencies for Adult Education and Skill Development” and continue to support the Voluntary Agencies on project to project basis. Thus the new scheme subsumes the erstwhile NGO based schemes of the National Literacy Mission. Besides revised parameters, enhanced financial assistance has been provided under some of the components of the revised scheme. | How to avail | : | SCHEME OBJECTIVES The main objective of the scheme is to secure extensive, as well as, intensive involvement of voluntary sector in the endeavours of the Government to promote functional literacy, skill development and continuing education, particularly in 15-35 age group, under the over all umbrella of National Literacy Mission (NLM). The Scheme will, thus, strive to achieve, through voluntary effort, the overall objectives of NLM, which include: i. Achieving self-reliance in literacy and numeracy ii. Becoming aware of the causes of their deprivation and moving towards amelioration of their condition through organization and participation in the process of development iii. Acquiring skills to improve the economic status and general well being iv. Imbibing the values of national integration, conservation of the environment women’s equality, observance of small family norms, etc. 3. COMPONENTS The Scheme encompasses of 3 components, namely, State Resource Centers, Jan Shikshan Sansthan and Assistance to Voluntary Agencies. 3.1 State Resource Centers i. Introduction The State Resource Center(s) (SRCs) are mandated to provide academic and technical resource support to adult and continuing education through development and production of material and training modules. In addition SRC would be required to conduct motivational and environmental building, action research and evaluation and monitoring. ii. Scope of Work The Scope of Work of the State Resource Center(s) broadly includes the following: • Preparation of teaching learning and training material for Adult Education programme • Training literacy Functionaries • Action Research • Evaluation and monitoring of literacy projects • Undertaking innovative projects to identify future needs Adult Education programme • Any other function incidental to accomplishment of the overall objectives of the NLM or specifically assigned by the Ministry of Human Resource Development, Government of India. iii. Categorisation of State Resource Centers The State Resource Centers, based on the workload and size of their programme in the area of their jurisdiction, are categorized into two categories, namely, Category ‘A’ and Category ‘B’. Different quantum of assistance has been provided for each category. iv. Upgradation of State Resource Centers The scheme provides for the up gradation of a SRC from category ‘B’ to category ‘A’ based on their performance against the criteria of (a) years of experience (b) academic performance in the area of material development, training research and evaluation, (c) special achievements (d) assessment of the external evaluation agency. Weightage will be given for the above criteria and based on the scores obtained, a SRC may be upgraded. 7 SRCs will be upgraded during the 11th Five Year Plan period and the process of upgradation will be initiated from the FY 2009-10. During 2009-10 and 2010-11, 2 SRCs in each year will be upgraded. For the following year, 3 SRCs will be upgraded. v. New State Resource Centers Under the programme 14 new State Resource Centers in Category ‘B’ will be set up. While setting up the new State Resource Centers, priority will be given to States that do not have any SRC but where literacy levels, as per 2001 census, is below the national average. States with more than 20 districts would be facilitated to set up one additional State Resource Center, while States with more than 30 districts would be eligible for a total of 3 State resource Centers. In exceptional circumstances proposals from other States may also be considered. The process of establishment of the newly sanctioned State Resource Centers will commence from the financial year 2009-10. 4 new SRCs will be set up during 2009-10 and 5 each during 2010-11 and 2011-12. | ||
